Abstract

The theme of this paper is the planning of public policies and their connection with the social mission established by the Constitution of the Brazilian State. The present study is structured in the research project “The paths for the (re)construction of the State from the narrative of permanent and emergency public policies: for the past, for the present, and the future of the Brazilian Social State”. The objective of this paper is to study planning and its relevance to public policies, especially from the perspective of enabling a more effective and efficient evaluation of public policies. The problem that drives this part of the research is: what are the fundamental reasons for affirming that planning is an essential part of      an efficient evaluation of public policies in the Brazilian Social Democratic State of Law? To answer the research problem, the study is divided into three specific objectives: to discuss the importance of planning for public policies; to bring the normative-constitutional foundations of planning to intertwine      with the fundamental objectives of the Federative Republic of Brazil; to differentiate planning from budget laws - because to think about public policy is to think about continuity that goes beyond plans merely of government management. Methodologically, the work is an exploratory, monographic study, with an investigation into doctrinal sources, institutional and governmental documents, as well as legislative sources. The partial results point to planning as a fundamental piece for an efficient evaluation of public policies.
