ARTIFICIAL INTELLIGENCE APPLIED TO THE EVALUATION OF PUBLIC POLICIES IN BRAZILIAN COURTS OF AUDIT

Abstract

This study aims to identify the evaluation of public policies by the Brazilian Courts of Auditors, noting the differences and similarities to other procedures carried out by the Courts and mapping the Artificial Intelligence (AI) mechanisms in use at this stage of the Public Policy cycle. The relevance of this topic is due to the continued use of AI by the Brazilian Public Administration and the importance of evaluating Public Policies to improve public service. The research problem is: Is AI being used by the Brazilian Courts of Auditors and is it possible to identify the benefits brought by this technology? In order to answer the problem, we decided to divide the study into three parts. Firstly, to understand the definition of Public Policy Evaluation, based on the normative instruments of the Federal Court of Auditors; secondly, to note the differences between auditing activities and Public Policy Evaluation; and finally, to identify the use of Artificial Intelligence applied to Public Policy Evaluation within the procedures of the Brazilian Courts of Auditors. The hypothesis is that it is possible to identify a diagnosis of the application of AI in the Brazilian Courts of Auditors in relation to public policy evaluation. The methodology used is a bibliographical and exploratory study of government documents. The approach is quantitative and qualitative, and the research is descriptive, based on government documents and scientific articles. It was concluded that there is difficulty on the part of the Brazilian Public Administration to act in the evaluation of public policies, and the applicability of AI can boost the results of the evaluations of public policies carried out by the Courts of Auditors.
