THE ADVANTAGES AND CHALLENGES OF INTERMUNICIPAL PUBLIC CONSORTIA FOR THE EFFECTIVENESS OF LOCAL PUBLIC POLICIES FROM THE PERSPECTIVE OF ASSOCIATED MANAGEMENT AS A WAY OF STRENGTHENING LOCAL POWER
Abstract
From the idea of strengthening local power, in order to provide the improvement of public policy management within municipalities, we sought to understand the practice of associated public management, namely through intermunicipal public consortia, as well as presenting the advantages and challenges faced by local governments when the interrelationship of federated entities in consortium form. The associated management practice was defined as an expression of the decentralization brought by the cooperative federative model, conceptualizing intermunicipal public consortia as a form of horizontal organization involving two or more municipalities with the objective of obtaining greater resources and facilitating implementation and administration of public policies at local range. It was concluded that the tackling of the difficulties encountered by local management within the scope of public consortia goes through, among other points, cultural and mentality change, both from local governments in the relationship between consortium members, and from citizen participation as an important member of the local public management process.Downloads
