THE REPRESENTATION OF SUBNATIONAL ENTITIES IN UPPER HOUSES: PRINCIPLE AND EFFECTIVENESS

The representation of subnational entities in federal deliberative processes is a cornerstone in the concept of Federation. The way this representation takes place in the federal states is very variable. The distinctions can be made in composition and selection criteria of the members of the Upper House, and also in the constitutional powers that are attributed to them. The combination of institutional aspects explains the greater or less prominence of Upper House. There is still to be considered party activities as an important, if not decisive, factor for graduating federal representation.
