Abstract

The perception that in democratic structures, the rationalities and identities must be considered in the public sphere to guarantee an antagonistic coexistence, due to the differences in regard of the content and the interpretation of moral and political issues, in complex and unequal societies, ending up on institutional asymmetries that leads to the crumbling of the integrity of political and social systems, especially in view of the requirement of minority groups participation. Thereby, in a scenario in which the democratic institutions is merely symbolic in the design of democratic standards, a system of political and social beliefs, in a framework in which the social reality does not correspond to some essential standards, the democracy  ended up, progressively, confronting problems of weakness, with institutional miscarriage to address problems of social non-fulfillment. Therefore, to the interests and values of collectivity be addressed, the democratic system must be reconfigured to endorse the concept of a fully integrated society, expanding the political legitimacy, in a rational discourse in the public sphere, based on a collective decision-making procedure compatible with the different conceptions of life. Consequently, the purpose of this article is to support that political legitimation in the public sphere, must be developed in a close relationship with the community, in a popular polycentrism, in which the design and institutional plasticity of social issues seek the permanent increasing of legitimacy and democratic respect, in in an ongoing process of recognition and pluralism, avoiding social instability and the symbolic aspect of democracy.
