Right to education, material equality and digital inclusion: impacts of the COVID-19 pandemic

Abstract

The article analyzed the problem of digital exclusion in the field of education in Brazil during the COVID-19 pandemic, examining the impacts caused on the preparation of students for the ENEM 2021 amid the transition from face-to-face classes to distance classes. The objective was to identify the consequences of the lack of digital inclusion during the pandemic for access to higher education in the country. It concluded that, for the promotion of material equality in the education sector, not only internet access is relevant, but also the quality of the network and access to adequate connection devices, so that digital inclusion is revealed as an essential condition of social inclusion in the scenario of the pandemic. As for the analysis of ENEM 2020 and 2021, it concluded that the lack of adequate conditions for internet access caused damage to studies and the preparation of candidates for the exam, with strong negative effects on access to higher education in the country.
