THE INTERNET AS A GLOBAL COMMON GOOD
Abstract
The Internet, also called the global computer network, has become part of the global reality, without it a large part of the planet would go into an undeniable “global breakdown (collapse)”. Given the importance of the subject and the direct relationship and impact on the lives of humanity, this article aims to discuss the Internet and the urgency of characterize it as one of the common goods of humanity. To this end, objectives are established to address the technological revolution and the characteristics of the world scenario after the digital turn; briefly contextualizes the emergence and evolution of the Internet; analyzes the theory dedicated to the common goods and proposes the creation of transnational governance for the matter. Regarding the methodology, the inductive method was used in the investigative phase, the Cartesian method was used in the data processing phase, and the inductive logical basis was used in the results report. As for the main results achieved, it is worth mentioning: the importance of access to the network for participation in political and social life, for access to the right to education, work, health, private and family life; the consolidation of the right to Internet access as a new generation human right; and the characterization of the Internet as a common good for mankind.
