This study, of theoretical and documentary nature, aims to investigate the role of school councils in Brazilian municipalities. Therefore, we analyzed the construction of the democratic process in Brazil, as well as the progress of popular participation in these bodies, composed by representatives of the school community. In this context, we can highlight the municipality of Frederico Westphalen, Rio Grande do Sul, tracing possibilities and challenges of local social control. It is possible to observe that, despite the creation of the first school councils have taken place in the early 1990s, only in 2003 they became a reality in the city. Many of these boards come up against bureaucracy and lack of knowledge of their mission by its components. Despite the small number of investigations about it, it can be concluded that it is necessary to develop the relationship between theory and practice, so that the school councils are able to carry out their role of bringing the community into the school effectivelyDownloads
