PUBLIC POLICY MANAGEMENT COUNCILS AS A TOOL FOR SOCIAL PARTICIPATION IN PUBLIC YOUTH POLICIES

Abstract

This article seeks to understand public policy management councils as a tool for social participation in public youth policies. To this end, the deductive approach method, historical and monographic procedure methods, and bibliographic and documentary research methods were used. The question we wanted to answer is whether public policy management councils are relevant for social participation in public youth policies? The general objective is to analyze youth public policy management councils as a tool for social participation, and the specific objectives are to understand the conceptualization of public policy management councils and identify the role of youth councils in the social participation of this theoretical category. The main result was that the performance of the national youth council during the Covid-19 pandemic was fundamental in ensuring social participation in public youth policies, especially given its strong performance in research and strengthening ties with state councils. Thus, with the holding of the conference process in 2023, ending with the 4th National Youth Conference, there was a strengthening of councils in the territories and a renewal of hope in the Brazilian youth public policy agenda.
