SOCIAL PARTICIPATION AS ACTIVE CITIZENSHIP EXERCISE IN THE DIGITAL GOVERNANCE SCENARIO: OPPORTUNITIES AND CHALLENGES

Abstract

The present study investigates the dynamics of social participation as a means of exercising citizenship in the face of the challenges of digital governance, exploring its manifestations, obstacles, and opportunities. The relevance of active citizen participation in strengthening democracy and fostering the common good is highlighted, although it encounters barriers such as disparities in access to technology and security issues. The main objective is to analyze how citizenship is exercised through popular participation in digital governance, with specific aims to examine how digital governance can enhance transparency and inclusion to encourage civic engagement, as well as to identify and address challenges such as access disparities and security issues to enhance the effectiveness of social participation. The method used is hypothetico-deductive, with a bibliographic and documentary procedure. Thus, the text emphasizes the importance of popular participation in promoting the common good and democracy, highlighting the potential of digital government to intensify this interaction. However, challenges are identified, such as the crisis of representative democracy and socioeconomic inequalities, which require collaborative efforts and substantial investments to ensure fully participatory and democratic citizenship for all Brazilians.
