ANALYSIS OF THE BENEFITS OF COMPLIANCE PRACTICES IN PUBLIC CONTRACTS FOR SMART CITIES PROJECTS
Abstract
This research study aims to assess the role and impacts of compliance practices in public contracts related to smart city initiatives, with a strong awareness of the complex nature of contracts and their propensity for irregularities and unethical behavior. The examination delves into the provisions of Law no. 14,133/2021, starting with an exposition of the relevant and essential concepts for the intended scrutiny, followed by an exploration of the key elements of the legislation aimed at tackling the identified problem, and culminating with an exposition on the advantages associated with adhesion measures in contracts public issues relating to smart urban developments. Employing a deductive approach, the research focuses on the assertion that the recent Public Procurement Law presents compliance as a mechanism to improve the governance of public contracts, thus reducing the likelihood of irregularities, promoting fair competition and reinforcing public expenditure effectiveness, which, when aligned with the smart cities paradigm, works as a safeguard to defend its fundamental principles.Downloads
