A BRAZILIAN STRATEGY ON ARTIFICIAL INTELLIGENCE REGARDING DIGITAL GOVERNMENT

This article aims to investigate the Brazilian Strategy for Artificial Intelligence (BSAI), published in April 2021 by the Ministry of Science, Technology, and Innovations, in the context of regulating the uses of artificial intelligence within the Public Administration domain. Therefore, the possible impacts of Brazilian Strategy of Artificial Intelligence are debated, regarding its applications to the public sector in the process of regulating AI. The analysis of BSAI is divided in two thematic axes: (i) legislation, regulation, and ethical use; and (ii) AI governance, in order to analyze whether its guidelines were adopted in the elaboration of Bill n. 21/2020, approved in 29/09/2021 in the Chamber of Deputies, and which is currently in the Senate. Still, the research aims to identify the adequacy of BSAI with international principles and guidelines. The methodology adopted is the hypothetical-deductive and the research technique is indirect, with bibliographical sources. Summarizing the conclusions, the lack of goals and planning for the use of AI can compromise its development and the use of its applications to the public sector and, thus, the production of information and good practices to regulation.
