50 years have passed since the adoption of the Vienna Convention on the Law of Treaties in 1969. On this occasion, it is possible to question the effectiveness of certain provisions which enshrined the notion of jus cogens or peremptory norms. If the codification of this notion had then been welcomed, from the beginning, there were indications that it would be relatively unenforceable, both as regards its identification and its effects.
