Through a qualitative methodology, we dialogued with the main theorists in the area, the legislation produced in recent years and the perceptions of the interviewed managers. The results are from a survey carried out at Federal University of the State of Rio de Janeiro (UNIRIO) in the years 2018 and 2019. We consider the importance of addressing the inequalities challenges and the trajectory of full-time education in Brazil. According to the managers' perception, despite the challenges in its implementation and continuity, the EMI contributed to the improvement of education with quality.
