: The present article, grounded in the theoretical-methodological assumptions of Materialist Discourse Analysis, aims to analyze speeches of the thirty-eighth Brazilian president during the first months of the Covid-19 pandemic. To this end, four statements, broadcast through governmental media, will be analyzed in order to shed light on the functioning of presidential discourse regarding the pandemic. The analysis, through the construction of paraphrastic networks that lead to discursive formations, reveals an institutional political practice that uses the omission of the State in its obligation to guarantee the right to health as one of its instruments, abandoning the population to illness and death.
