Abstract

Starting from a conceptual review on natural disasters, the authors make a discussion about the connection among these accidents, its distribution throughout the territory and its sociodemographic scenario. The results presented are a part of another research started with the Brazilian state of Paraná, now extended to the Brazilian Southern Region. The historical mainframe is 2000-2007 and it considers the 2007 population. The objective is to contribute to public policy among emergency situations and mainly help to build a methodology that considers regional differences on emergency situations. The results are presented with a theorical and conceptual review about risks, hazards and vulnerability. The methodology used is based on documental research, specially indexes from the Department of Homeland Security, demographic data and municipalities Human Development Indexes, distributed throughout the territory and analyzed throughout regions.
