Abstract

Abstract: The stimulus to the constitution of productive arrangements has been a policy of governments of Rio Grande do Sul to confront the vulnerabilities of development in the different regions of the state. The objective of this work is to present strategies and actions for the development plan of APL Agroindústria Familiar da Região Celeiro based on a diagnosis about the region and the APL. The diagnosis took into account secondary data on the region and, in particular, primary data generated from direct observations and semi-structured interviews with those responsible for all organizations directly linked to the arrangement and local leaderships. Despite the use of quantitative data, the study follows a qualitative approach based mainly on the interpretation of the information collected and generated. The construction of the development plan followed a participatory and strategic methodology, with effective involvement of the local actors to establish a shared vision about the direction of development, as well as the definition of the actions necessary to reach it. The results reinforce six strategies, each with a set of actions, in order to reinforce the local arrangement as an alternative to face the social and economic problems of the region.
