This paper presents the development of the Low Income Family Benefic (Bolsa Família) program in the municipality of Santa Maria-RS and has as main its main objective to show impacts on literacy from the implementation of the family allowance in the municipality and characterise more comprehensively the situation of variables such as per capita family income, the infrastructural conditions of households and school attendance of students linked to the Program. The methodology used was, in addition to a literature review, an econometric analysis and a field research. The data used were from the IBGE's demographic census of 2000 and 2010, information from the Municipal Secretariat of Social Assistance, Citizenship and Human Rights (SMAC) and from field research carried out in the months of May and June 2012. The results show that the higher the proportion of people who receive low income family benefit (Bolsa Família) in the municipality, the greater the increase in the proportion of literacy. It emphasizes the hight degree of school repetition was noted 44% of households had children reproved in the school year. The program itself is not able to lower all the adversities. It is, indeed, necessary to broader macroeconomic policies of economic growth that, in turn, must result in increased per capita income combined with income distribution.Downloads
