Institutions for the regional development of the Mercosur: a proposal of economical integration

Abstract

In the last decades important changes were been presented in the world-wide sphere of the economical, social and political point of view, which affected all the Latin-American countries, standing out the process of globalization. At the same time of this process, intensifies the formation of regional blocks as a protection of the countries in this new world-wide order. In this context, the objective of this paper is to point an alternative of development and of improvement in the conditions of international negotiations for Brazil and Mercosur, besides trying to resolve previous regional problems in national scale. For this, is proposed a regional common politics that, through institutions and transparent rules, absorb in a large extent the problems of the abrupt commercial and financial opening and without projection that took place in the South American countries. In this sense, some examples of regional projection are presented; pointing out that the regional communitarian politics is able to reduce the inequalities between the countries and between regions, making possible an equitable distribution of the costs and benefits of the process of regional integration.
