Abstract

The trial studied the relationship between the implementation of the Great ABC’s Fatecs and the work of regional governance, analyzed facing the Regional Strategic Planning - REP, designed in 1999-2000 by the Regional Board and the Intermunicipal Consortium. The Fatec’s deployment and management were analyzed in a multiple case study: Units from Maua, Santo André, São Bernardo do Campo and São Caetano do Sul. The leaders from this units were interviewed, with a view to overall survey of institutional policy and its alignment with regional strategies. As a result, there is the meeting of two speeches and two practices. On the one hand, the fact that the implementation of the Great ABC’s Fatecs occured as the work of CEETEPS’ expansion plan. On the other, the fact that regional governance theme worked strongly in their claims by the state government, notably through REP’s Structuring Axis.
