Abstract

This paper presents a case study about a Brazilian institution, Sebrae - Brazilian Service of Support for Micro and Small Enterprises, whose mission is to promote competitiveness and sustainable development of micro and small enterprises (MPEs), embedded in local production systems. The main objective of this case study is to identify SEBRAE´s activities and its contribution to a local system of production – APL, named APL de Moda Íntima de Nova Friburgo, located in the north-central state of Rio de Janeiro, Brazil. Specifically, the article focuses on promotion strategy, programs diffusion and projects for local development, through its components: territory, coordination, cooperation, learning, innovation and competitiveness. It also discusses its role as a leader in the local development process.
